Summary:             Change to Win is looking for a State Political Director in Missouri. The State Political Director will manage the organization’s 2008 electoral efforts in that state.

Missouri Secretary of State Robin Carnahan is seeking a Communications Director.  As part of the senior leadership, the Communications Director serves a critical role and is responsible for all office external communications and public relations activities, including managing staff and implementation of all projects.  The Communications Director is an advisor to the Secretary of State, Executive Deputy Secretary of State, and plays a crucial role in strategic communications decisions.  The Communications Director is one of the key players in facilitating our mission of advocating for the public interest and providing excellent customer service. 

The Communications Director is the formal spokesperson and media liaison for the Office of the Secretary of State.  This individual is also responsible for drafting and releasing media advisories, press releases, speeches, news actualities, and generating media coverage through events and public releases.  Responsibilities also include supervision of our publications operations that include publishing the Missouri Constitution, Missouri Roster, and the Official Manual of the State of Missouri (“Blue Book”).

Information about the Missouri Secretary of State’s office:

The Office of the Missouri Secretary of State is responsible for overseeing elections in Missouri and regulating the sale of securities in the state.  The office also serves as the clearing house for not-for-profit and state business registrations.  In addition to housing the State Library, we also oversee the State Archives.

In the last three years we have initiated a number of major projects to better communicate with our customers and serve the public’s interest. 

Publications:  The Communications Director manages the annual or biennial publication of several publications, including the Missouri Constitution, Missouri Roster, and the Official Manual of the State of Missouri.  The Publications Division also is responsible for graphic design, layout and printing of publications, and public informational materials generated by the different divisions within our office.  We are currently in the process of redesigning the informational kit on Missouri and its government utilized by Missouri educators for their students.

Elections:  The Communications Director led the promotion of “It’s Your Turn:  Be a Poll Worker,” a statewide program designed to encourage better citizen participation in the election process.  This effort included a significant media campaign that ultimately recruited more than 1700 new Election Day poll worker prospects for the 2006 election.  The Communications Director must also respond to hundreds of media calls – state and national – regarding election information. 

Safe at Home:  One of our most recent initiatives, “Safe at Home,” is an address confidentiality program that provides survivors of sexual assault, rape, stalking, and domestic violence a confidential substitute mailing address through the Secretary of State’s office.  The Secretary of State’s office will forward participants’ first class mail, certified mail, and court documents to help keep their location confidential.  Participants use the substitute address on their government records and public filings, keeping assailants from using current government documents to locate their victims.

Securities Regulation:  Initially we developed “The Top 10 Threats to Missouri Investors” as an effort to help educate investors (who are often seniors) and warn them about unscrupulous investment advisors.  Building on this, we are currently developing the “Missouri Investment Protection Center,” enhancing further our efforts to educate Missouri investors. 

Archives & State Library:  The development of the award winning Death Records Database, which has earned praise from historians and genealogists worldwide, has led to expanded projects and the Missouri Digital Heritage Initiative (MDHI).  MDHI is a partnership with the Missouri State Archives and State Library that seeks to digitize vital historical documents, making more of Missouri’s history accessible online than ever before. 

Business Services:  Secretary Carnahan and our team have worked to cut red tape and streamline government for Missouri businesses.  The Missouri Business Portal, developed cooperatively with a number of state departments, provides a single point of entry, or a “one-stop shop,” for business registrations, filings, licenses, and permits for doing business in the State of Missouri.

Website:  As part of our efforts to improve the Secretary of State’s office, we completely overhauled the Secretary of State’s website by redesigning every page, updating information, and adding content.  We continue to work to improve our web-based and print materials to better serve our customers and to more effectively communicate with the public.

4) Accountant Specialist II, Elections Division, SOS

Starting Salary: $3,131.00 - $3,439.00 monthly

Location: Jefferson City

This is mid-level professional accounting work involving the implementation and monitoring of federal grants and the preparation and review of complex financial reports.  An employee in this class analyzes and evaluates accounting and budget systems, methods, procedures, reports, and the evaluation and interpretation of financial data in accordance with directives of the Office of Secretary of State and adherence to Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) statements.  The employee in this class is normally assigned the more difficult special projects involving long-range planning and/or the independent analysis and applying broad and in-depth knowledge of accounting concepts and principles in the execution of assigned components of an agency’s accounting operations.
Work is performed under the general supervision of the Deputy Secretary of State for Elections.

Examples of Work:

  • Assists with the implementation of federal grants and coordinates the auditing and monitoring of grant sub-recipients, including limited overnight travel.
  • Assists with establishing reporting requirements and documentation necessary for grant sub-recipients and reviewing and analyzing such information.
  • Prepares and reviews complex financial reports for submission to government agencies and to assist the Deputy SOS with budget management.
  • Works extensively with local election authorities to assist them with implementation of federal grants and other election-related matters.
  • Assists with election night reporting, petition filings, candidate filing and other election-related matters.
  • Assists with establishing federal grants in the SAM II grants subsystem including analyzing and establishing appropriate tracking mechanisms.
  • Prepares, reviews, analyzes, and interprets financial statements, including balance sheets, income statements, statements of revenue and expenses, and related statements.
  • Develops required or specialized reports in accordance with Generally Accepted Accounting Principles (GAAP) and agency, state, or federal reporting requirements for funds, appropriations, grants, and projects.
  • Prepares and reviews supporting documentation for financial statements and explains accounting events in conformance with Generally Accepted Accounting Principles (GAAP).
  • Identifies and determines items to be properly disclosed in financial statements.
  • Assists with development of agency policies and procedures for grant applications and awards; reviews grant applications and awards for compliance with agency/state/federal policy and procedures.
  • Prepares and reviews information requested by internal, state, and federal auditors; responds to audits and corrective action plans, and monitors progress on corrective action plans.
  • Prepares regular and special financial reports using SAM II front-end and back-end, and excel spreadsheets.  Some familiarity with Access database is helpful.  Reports must include general revenue, federal funds, and other dedicated funds established for the use of the Office of the Secretary of State.
  • Performs other related work as assigned.

Knowledge, Skills, and Abilities:

  • Ability to monitor and audit local recipients of federal grants.  Familiarity with federal grant requirements preferred.
  • Intermediate knowledge of Generally Accepted Accounting Principles (GAAP) and methods, and the ability to apply and adapt established methods to varied accounting problems.
  • Intermediate knowledge of theoretical principles and applied practices of governmental accounting.
  • Intermediate knowledge of state and federal laws, rules, and regulations governing the expenditure and reporting of state and federal funds.
  • Intermediate knowledge of Generally Accepted Auditing Standards (GAAS) and Generally Accepted Government Auditing Standards (GAGAS).
  • Working knowledge of SAMII including accounting, grants subsystem, and data warehouse.
  • Ability to prepare and maintain accurate and detailed financial records and reports.
  • Ability to identify and recommend improvement in financial processes.
  • Ability to develop new methods and procedures to meet changing needs.
  • Ability to interpret financial data and to prepare complete and accurate accounting reports.
  • Ability to establish and maintain effective working relationships with co-workers and local election authorities.

Qualifications:

A Bachelor's degree from an accredited college or university in Accounting; and

Four or more years of experience in governmental or public fund accounting.

(24 earned graduate credit hours from an accredited college or university in Accounting may substitute for one year of the required experience.  A Master's degree from an accredited college or university in Accounting may substitute for two years of the required experience.)

OR

Four or more years of experience in governmental or public fund accounting and successful completion of all parts of one of the following certification examinations: Certified Public Accountant (CPA), Certified Government Auditing Professional (CGAP), Certified Internal Auditor (CIA), Certified Government Financial Manager (CGFM), or Certified Fraud Examiner (CFE).

OR

Primary Responsibilities:

Working closely with campaign leadership, the Director of Online Strategies will be responsible for developing, coordinating and executing all aspects of Missouri Coalition for Lifesaving Cures online campaign. The Director will partner with other aspects of the campaign to produce innovative, comprehensive and relevant online strategies and programs.

 

Specific responsibilities include:

 

    * Implement overarching plan for campaign’s online presence and online engagement and recruitment of advocates

    * Work closely with campaign leadership and consultants to ensure the campaign’s online presence is meeting overall campaign objectives, including advocacy, fundraising and grassroots organizing

    * Oversee campaign’s databases, including manipulating and updating databases

    * Develop and measure key performance indicators to quantify and qualify the impact of online marketing and recruitment efforts

    * Evaluate, track and report on various metrics with suggestions for improvement to online systems and strategy

Experience:

 

    * Previous experience with online campaigns
